Jamaica Ministry of Education – Case Study

The Challenge

Jamaica’s Ministry of Education needed to connect over 1,000 schools with reliable Wi-Fi, but faced severe budget constraints.
Their initial plan using Ruckus hardware would leave many schools unconnected (due to the high cost)—an unacceptable outcome for the government.
They required a solution that could deliver enterprise-grade quality and scalability at a significantly lower cost.

Key Requirements

  • Scalability: Manage over 10,000 access points and switches across hundreds of sites.
Reliability: High-quality, remotely managed network without on-site IT resources.
Vendor Flexibility: Avoid vendor lock-in to prevent inflated pricing.
Real-Time Oversight: Role-based dashboards for the Prime Minister’s Office, central IT, and local administrators.
Cost Efficiency: A system that meets national-scale demands within strict budget limits.
Unified Management: Single pane of glass for both Ruckus and new OpenWiFi deployments.

The Solution

MsTECH, a Jamaican MSP, secured the contract and identified OpenWiFi and OpenLAN—managed by NetExperience—as the ideal combination for scalability and affordability.
To achieve unified management across both Ruckus and OpenWiFi networks, MsTECH partnered with WiBuz, integrating its API-driven wibipOS with the NetExperience platform.
Within weeks, a fully interoperable, vendor-agnostic system was operational, enabling seamless management across technologies.

Deployment Phases

Phase 1: 3,150 Ruckus APs deployed across 364 schools.

Phase 2: 700+ schools, 5,600 additional APs, and 2,088 switches using OpenWiFi (Actiontec, Edgecore) and OpenLAN (Edgecore, Cybertan).

Why the Project Succeeded

  1. Vendor Independence: NetExperience’s platform supports mixed hardware deployments, avoiding lock-in and reducing licensing costs.
  2. Enterprise-Grade Reliability & Reduced Operational Costs: Scalable management with advanced, remote troubleshooting, zero-touch provisioning, and enterprise-quality hardware from Edgecore, Actiontec, and Cybertan.
  3. User-Driven Dashboards: Role-based, multi-tenant views provided visibility for all levels—from government executives to school administrators.

Results

  • Over 8,700 APs deployed across 1,000+ schools.
    • Budget compliance achieved without sacrificing performance.
    • Simplified management and operational transparency for the Ministry of Education.
    • The project set a model for future government ICT infrastructure initiatives.

Future Planning

Building on this success, the government is now evaluating WiBuz and NetExperience solutions for other ministries, aiming to:
• Centralize multi-ministry command and control.
• Diversify hardware procurement to avoid single-vendor dependency.
• Leverage economies of scale across government departments.

Lessons for MSPs

  • Vendor Lock-In Is Avoidable: MsTECH demonstrated the power of open, interoperable networks.
Seamless Ruckus + OpenWiFi Integration: NetExperience and WiBuz deliver unified control for hybrid environments.
Scalable, Replicable Model: This approach can extend to other enterprise vendors (e.g., Meraki, Aruba) alongside OpenWiFi.

NetExperience Introduces New Zero Touch Provisioning Application for WiFi Installers

NetExperience Introduces New Zero Touch Provisioning Application for WiFi Installers

Time saving application is designed specifically for field technicians deploying multiple WiFi access points and switches within a single location MDU, hotel or campus

June 9th 2025. Ottawa, Canada – NetExperience, creator of the first end to end WLAN software and service compatible with OpenWiFitoday announced the availability of NetExInstall, a new application available as a free download on the Apple App Store and Google Play Store, that  enables technicians to deploy OpenWiFi WiFi access points with zero touch provisioning. With NetExinstall, the technician simply scans the QR code of the WiFi access point (AP) or switch, selects a location where it will be deployed and then plugs the access point or switch into the ethernet cable. NetExperience’s cloud management and controller platform  automatically connects the AP or switch to the correct account to download the previously configured AP profile.

In addition to automating the basic installation process, the application can also be used by the technician to run connectivity and speed tests, take photos and GPS coordinates of the exact location of the devices and leave notes for future technicians about any unusual issues. Team leaders can also use the statistics produced to manage productivity and quality control of their teams.

“We have been approached by several of our customers, including our parent company, Pavlov Media, to create this mobile application,” said Marcel Chenier, CTO NetExperience. “There is a real need to both simplify the installation process and reduce human error wherever possible, especially when deploying hundreds or thousands of access points or more.”

“Pavlov Media has deployed tens of thousands of OpenWiFi APs and we really appreciate this new application for our installation teams,” said John Danner, VP of Product Development. “In the past it was sometimes difficult to locate exactly where an access point was installed and it could be a lengthy process to locate it. In addition to removing the need to label an AP prior to installation, this new application will save significant time throughout the entire process and , we expect to see a noteworthy increase in efficiency.”

OpenWiFi meets OpenLAN

In the last 3 years OpenWiFi has matured from an idea to a vibrant ecosystem of WiFi providers, Access Point manufacturers and software providers pushing hard to bring open source based disaggregation to the WiFi World. Disaggregation meaning the separation of the hardware from software, such that a Cloud based WiFi controller from one software vendor can interoperate with Access Point hardware from multiple – and different – vendors. So hello diversity of supply and goodbye vendor lock. Being built on an open source foundation means unprecedented velocity in development and democratization of the ecosystem.

It seems there is strong appetite to extend this approach beyond WiFi and with a little nudging from WiFi providers we and our ecosystem partners started working on a similar approach for LAN switches. Naturally, the project is called OpenLAN. When applied to switches the successful approach taken for WiFi means having an open source core technology foundation, and using the same harmonized software interface to the Cloud. The result is when a WiFi provider combines OpenWiFi and OpenLAN, they get a unified access architecture with management and workflow. Plus the benefits of open source now also apply to switches.

But what kind of switches? Eventually, there will likely be OpenLAN variants for all the categories from access, aggregation, core, data centers, etc. But the initial effort – driven by the early adopters of OpenWiFi – is focused on the access switches directly connecting Access Points. The initial “lineup” of switches in 2023 has the following attributes:

  • Has variants of 8/24/48 Ports with several upstream interface options
  • Support (strong) POE to power the Access Points
  • Low cost compatible with the WiFi providers business case requirements

If you attend 2023 HITEC Hospitality technology conference and exhibition in Toronto later this month, come by our booth for a demo of combined OpenWiFi and OpenLAN.

Are we ready for the next supply chain disruption?

In the last couple of years the WiFi industry has been going through a supply chain disruption. While the pandemic has been a rare event, it showed how fragile the ecosystem is and how hard it is to adapt quickly to increase or decrease in demand. System vendors have experienced very long lead times – 1 year was not uncommon for the key components.

Service providers were faced with increased demand from work at home, but uncertain demand from office buildings. On a vertical by vertical market it was not easy to project the demand. When the traditional vendor was not able to supply the right product what can the service provider do? They were faced with several unattractive choices:

  • Wait for the supply, forego business and “manage” customer expectations. Who wants to do that?
  • Try to get a new Access Point supplier but that is very hard, because traditional vendors tie their software and management to their own hardware and to replace the software it takes many months of testing, validation and learning and after that end up with multiple different unconnected platforms
  • Order far beyond the time horizon where the service provider has new revenue visibility with the associated financial risks

With OpenWiFi the situation is much improved:

  1. There will be 6-10 different Access Point providers active in 2023, each with their own product portfolio
  2. OpenWiFi allows for interchangeable Access Points in the same network, one vendor’s Access Point in one room and another vendor’s Access Point in next room and the management and controller will treat these as coming from the same vendor
  3. OpenWiFi Access Points use chipsets from multiple vendors, also ensuring diversity at the chipset level

With the fresh memories of the consequences and challenges from the last supply chain disruption, we think many connectivity providers will take a look at OpenWiFi and when the next supply chain disruption occurs they will be better prepared.
